Jose I. Nunez Toribio, PMP, ACIArb

Construction and commercial mediator. Founder, Nunez Infrastructure Advisory.

The arc

From building infrastructure to resolving its disputes.

Jose I. Nunez Toribio, PMP, ACIArb, is a construction and commercial mediator with 25+ years delivering metro, rail, and heavy-civil megaprojects across the Dominican Republic, Mexico, and the United States, in English and Spanish.

He holds a Civil Engineering degree (Universidad Nacional Pedro Henríquez Ureña — UNPHU) and an Electrical Engineering degree (INTEC — Instituto Tecnológico de Santo Domingo), and a Master’s in Project Management (UNPHU). He was University Professor of Civil Engineering at UNPHU (2001–2006), teaching Strength of Materials, Structural Statics and Reinforced Concrete, and in the same period founded and ran two professional-services firms — CMB and IISEMCO — the vehicles through which he delivered his first projects; Nunez Infrastructure Advisory is the third firm, a return to independent practice by a proven operator, not a first venture. He administered the FIDIC Red Book on a live aqueduct project, implemented integrated ISO 9001, ISO 14001 and OHSAS 18001 management systems on major infrastructure, and qualified as Lead Auditor under ISO 9000:2000 (Lloyd’s Register Quality Assurance). The corporate decades followed: a decade directing infrastructure operations across Mexico and the Caribbean, and senior-level and execution-level positions carrying full P&L responsibility. The portfolio spans metro, rail and heavy-civil programs valued up to $2.1 billion across the United States, Mexico and the Caribbean. They were programs delivered in two languages, across consortia and government counterparties, in markets where the contract and the conversation were as often in Spanish as in English.

Now the thread turns to disputes. Nunez Infrastructure Advisory serves Houston construction and infrastructure counsel as a mediator. A separate, bounded advisory practice is described on its own pages; he serves either as a neutral or as a party-retained consulting expert — never both on the same matter. The same record that built the projects is what reads their disputes.
