A neutral who has built the projects, administered the contracts, and run the schedules — in English or Spanish.

Jose serves either as a neutral or as a party-retained consulting expert — never both on the same matter. Every engagement is screened for conflicts before it begins.

The neutral

Resolution led by someone who has stood in both rooms.

Most construction disputes turn on the same facts the parties already lived through: the schedule slipped, the scope moved, the change order stalled, the closeout dragged. A mediator who has personally delivered metro, rail, and heavy-civil programs — administered the FIDIC Red Book on an active project, managed the consortium, owned the schedule — can move a room past posturing toward the facts and numbers the parties will have to reckon with.

I serve as a neutral, not an advocate. My role is to help the parties and their counsel find the settlement the facts support. Hands-on delivery experience shortens the distance between a party’s position and the technical record underneath it.

Mediations conducted under the Texas Alternative Dispute Resolution Procedures Act, Tex. Civ. Prac. & Rem. Code Ch. 154.

Languages

English or Spanish. Bilingual-native — no interpreter, no translation pass. A Spanish-language session is conducted natively, not adapted.

Format

Full-day or half-day sessions. In person in the Houston area, or virtual for parties and counsel in other locations.

Subject matter

Construction and commercial disputes. Construction: delay and disruption, change-order and scope disputes, defect and quantum disagreements, closeout and final-account matters, and cross-border construction disputes involving Latin American parties or projects. Commercial: contract disputes between businesses.

Court-appointed and court-referred matters

Available by DRC roster appointment and by court referral order.

Two routes. Appointment from the Harris County Dispute Resolution Center roster, where the DRC’s own form governs; and appointment by a court’s referral order naming him directly, under Tex. Civ. Prac. & Rem. Code Ch. 154. Completed the 40 classroom hours of dispute-resolution training that §154.052(a) requires for court appointment; Harris County DRC roster mediator since 2026; Credentialed Mediator, TMCA. Referral-order mediations are accepted in English or Spanish, with fees as provided in the order of referral.

Cross-border matters

For disputes that cross a language line.

A meaningful share of Houston construction matters touch a Latin American party, contractor, or project. When a dispute involves Spanish-language contracts, Spanish-speaking principals, or a project seated in Mexico, the Dominican Republic, or elsewhere in the region, a neutral who reads the contract in its original language and delivered programs in those markets removes a layer of friction. He has led programs and projects valued up to $2.1 billion, including programs run in Spanish-primary environments; that is the register the mediation can use when the matter calls for it.
