Program & PMO Advisory

Megaproject operating discipline, sized for owner and contractor organizations. Delivered remotely across the United States, from a Texas base.

Jose serves either as a neutral or as a party-retained consulting expert — never both on the same matter. Every engagement is screened for conflicts before it begins.

The engagement

Delivery discipline from someone who has run the program.

Owners and contractors engage the practice on the prevention side of the dispute ledger: standing up the project-management discipline that keeps programs deliverable — and provable. The same record that reads disputes backward builds delivery forward. A program with clean governance, honest reporting, and a defensible record rarely ends up in the other half of this practice.

The work draws on more than twenty-five years managing infrastructure programs valued up to $2.1 billion — owner-side, contractor-side, and consortium-side — across the United States, Mexico, and the Caribbean.

Scope

Three ways the work is engaged.

PMO setup. Standing up or restructuring a project-management office: governance, controls, reporting cadence, stage gates, and the operating rhythm that makes status honest.

Project & PM health audit. An independent read of a live project or project organization — schedule integrity, cost exposure, organizational load, risk posture — before the board, the lender, or opposing counsel asks the same questions.

Senior program advisory. Fractional senior advisory for executives and program leadership: the operator in the room for the decisions that decide the program.

Claims-aware delivery. Woven through all three: the change-management, notice, and records discipline that keeps the factual basis of a claim documented — so if a dispute comes anyway, the record is already an asset.

How the work is scoped

Fixed where it can be, honest everywhere.

Audits are fixed-scope engagements; PMO setup is a defined flat-fee project; ongoing advisory is a monthly retainer. The same evidence discipline as the dispute practice applies: findings labeled verified, assumption-dependent, or unsupported — a clear read, including when it is not the read you hoped for. Fee schedule at the scope discussion.

Engagement is principal-only. The organization that retains the practice works with the principal — no substitution.
